Karnataka Budget 2022 – 23

The Karnataka Chief Minister Basavaraj Bommai presented the Karnataka State Budget 2022-23 in the Vidhana Soudha in Bengaluru,

He chaired a Cabinet meeting prior to the presentation where the State Budget 2022-23 was approved, The Chief Minister Basavaraj Bommai’s maiden budget presentation and comes ahead of the Karnataka Assembly elections next year

HIGHLIGHTS

There is no increase in tax for 2022-23

For the year 2022-23, the target of Rs. 77,017 crore for Commercial Taxes, Rs. 15,000 crore for Stamps and Registration Department, Rs.29,000 crore for State Excise Department, Rs. 8,007 crore for Transport Department are fixed

Formulation of new curriculum as per the National Education Policy-2020 guidelines for pre-primary, primary, secondary and higher secondary, teachers’ training and adult literacy

Free coaching facility will be provided through online platform for KPSC, UPSC, SSC, Banking, Railway, CDS, NEET, JEE and other various competitive examinations under a new scheme named “Mukhyamantri Vidhyarthi Margadarshini”

In order to start Postgraduate medical courses at district level, Government Hospitals with more than 200 beds would be converted into Teaching hospitals after obtaining approval of NMC. In the current year, postgraduate medical courses would be started in Tumkur District Government Hospital.

To encourage the use of siridhanya in the food habits, 1 kg of Ragi or Jowar will be distributed additionally at a cost of Rs.1400 crore, along with 5 kg Rice to about 4.34 crore beneficiaries in the year 2022-23.

‘Mukyamantrigala Amrutha Nagarothana’ scheme will be implemented from 2022-23 to 2024-25 to improve infrastructure in the urban local bodies of the State at a total cost of Rs.3885 crore

Centrally sponsored scheme Swacha Bharat Mission -2.0 will be implemented in the next 5 years with the assistance of Rs.2245 crore from the Central Government

FMCG Cluster will be developed at Dharwad. Special incentive package will be announced for the industries that will come up in this cluster

‘Amruth Nagaroththana’ scheme will be implemented at an expenditure of Rs.6000 crore in the next three years to provide infrastructure facilities in Bengaluru city

Sri Yogi Nareyana Yatindra Jayanthi will be celebrated on 27th March every year by the State Government

Every year under ‘Amrutha Kreeda Dathu Yojane’ upto Rs.10 lakh each will be distributed to atleast 75 sports persons from the State to provide high quality training and to prepare them for 2024 Olympics and Paralympics

For the first time the Drone based survey of agricultural land and other assets is being undertaken across the State

A new women KSRP company will be started in the State

Grant of Rs. 500 crore for the development of infrastructure in the Government schools. Aspirational taluks will be prioritized

Establishment of Regional cardiology centre of Jayadeva Institute of Cardiology in Hubballi at a cost of Rs.250 crore.

“Mini Food Parks” will be established through Public Private Partnership in phases in all the districts of the State to augment income of farmers

“Dr. S.V.Patil Agricultural Research, Training and Farmers’ Welfare Chair” will be established in the Agricultural University of Dharwad

A modular 500 bedded hospital will be constructed in 3 phases newly in Bowring and Lady Curzon hospital which is under Sri Atal Bihari Vajpayee Medical University and Research Institute

In 10 Medical Sciences Research Institute, Infusion Center will be established to provide facility of chemotherapy to the cancer patients.

‘Ksheera Samruddhi Sahakara Bank’ is proposed to be established for the first time in the State by our Government to facilitate the milk producers to get hasslefree loan.

Mekedatu Balancing Reservoir and Bengaluru Drinking Water Project will be implemented by getting required clearances from the appropriate authority of Central Government. For implementation of this project, a grant of Rs.1,000 crore will be provided in the current year

50 well equipped “Kanakadasa Student Hostels” will be constructed for Backward Class Welfare Department at the cost of Rs.165 crore where hostels are being run in rented buildings

Selected High Schools will be upgraded as Pre-University Colleges, depending on availability of infrastructure and student strength

In accordance with the National Education Policy 2020, to provide quality pre-primary education and care to all children aged between 3 to 6 years, new curriculum will be implemented in 20,000 Anganwadis at a cost of Rs.30 crore, in co-ordination with the Department of Public Education and Department of Women and Child Welfare Development

Launching of 100 Hi-tech mobile clinics for construction workers.

Extension of Discounted Bus Pass Scheme for Construction Workers throughout the State.

Vidyanidhi Yojane for the children of yellow board drivers

Enhancement of honorarium to Asha workers, Grama Sahayakas, mid-day-meal cooks and helpers by Rs.1,000.

It is decided to increase the monthly honorarium being paid to the Anganawadi workers on the basis of service rendered. It would be increased by Rs.1500 for those who have rendered more than 20 years of service, by Rs.1250 for those who rendered service of 10-20 years and by Rs.1000 for those who rendered service less than 10 years.

Union budget 2022 – 23

In Parliament the Union Minister for Finance & Corporate Affairs, Smt Nirmala Sitharaman presented the Union Budget 2022 – 23 

KEY HIGHLIGHTS

Under the productivity linked incentive scheme in 14 sectors, 60 lakh new jobs to be created 

Road Transport

in 2022-23National Highways Network to be expanded by 25,000 Km and Rs 20,000 Crore to be mobilized for National Highways Network expansion

Multimodal Logistics Parks

In the fiscal year 2022 – 23 the Contracts to be awarded through PPP mode for the implementation of Multimodal Logistics Parks at four locations.

Railways

To help local businesses & supply chains – One Station One Product concept to be introduced,  under Kavach 2000 Km of railway network to be brought towards the indigenous world class technology and capacity augmentation in 2022-23.

In the next 3 years 400 new generation Vande Bharat Trains to be manufactured and the 100 PM GatiShakti Cargo terminals for multimodal logistics to be developed 

Agriculture

For the procurement of wheat and paddy Rs. 2.37 lakh crore direct payment to 1.63 crore farmers,

MSME

Udyam, e-shram, NCS and ASEEM portals to be interlinked,

130 lakh MSMEs to be provided additional credit under Emergency Credit Linked Guarantee Scheme (ECLGS),

ECLGS to be extended up to March 2023, Rs 2 lakh Crore additional credit will be given for Micro and Small Enterprises to be facilitated under the Credit Guarantee Trust for Micro and Small Enterprises (CGTMSE)

Skill Development

To empower citizens to skill, reskill or upskill through on-line training Digital Ecosystem for the Skilling and Livelihood (DESH-Stack e-portal) will be launched, Startups will be promoted to facilitate ‘Drone Shakti’ and for Drone-As-A-Service (DrAAS).

Education

One class-One TV channel’ programme of PM eVIDYA to be expanded to 200 TV channels., Virtual labs and skilling e-labs to be set up to promote critical thinking skills and simulated the learning environment,

Through Digital Teachers the High-quality e-content will be developed for delivery, Digital University for world class quality universal education with personalised learning experience to be established.

Health

An open platform for National Digital Health Ecosystem to be rolled out, National Tele Mental Health Programme’ for quality mental health counselling and care services to be launched.

With NIMHANS being the nodal centre and International Institute of Information Technology-Bangalore (IIITB) providing technology support a network of 23 tele mental health centres of excellence will be set up

Saksham Anganwadi

Through Mission Shakti an Integrated benefits to women and children will be provided with collaborate of Mission Vatsalya, Saksham Anganwadi and Poshan 2.0,

Two lakh anganwadis to be upgraded to Saksham Anganwadis.

Har Ghar, Nal Se Jal

Rs. 60,000 crore allocated to cover 3.8 crore households in 2022-23 under Har Ghar, Nal se Jal.

GIFT-IFSC

World-class foreign universities and institutions to be allowed in the GIFT City, An International Arbitration Centre to be set up for timely settlement of disputes under international jurisprudence.

Digital Rupee

Starting from 2022 – 23 Digital Rupee by the Reserve Bank of India to be introduced

To take forward the policy of stable and predictable tax regime:

Vision to establish a trustworthy tax regime, To further simplify tax system and reduce litigation, Provision to file an Updated Return on payment of additional tax, Can be filed within two years from the end of the relevant assessment year

Cooperative societies

Alternate Minimum Tax paid by cooperatives brought down from 18.5 per cent to 15 per cent.

Tax relief to persons with disability

Payment of annuity and lump sum amount from insurance scheme to be allowed to differently abled dependent during the lifetime of parents/guardians, i.e., on parents/ guardian attaining the age of 60 years.

Incentives for Start-ups

Period of incorporation extended by one year, up to 31.03.2023 for eligible start-ups to avail tax benefit

Scheme for taxation of virtual digital assets

Specific tax regime for virtual digital assets introduced, Any income from transfer of any virtual digital asset to be taxed at the rate of 30 per cent, Any surcharge or cess on income and profits not allowable as business expenditure.

GST revenues are buoyant despite the pandemic – Taxpayers deserve applause for this growth. Customs Administration of SEZs to be fully IT driven and function on the Customs National Portal – shall be implemented by 30th September 2022.

Gradually phasing out of the concessional rates in capital goods and project imports; and applying a moderate tariff of 7.5 percent   – conducive to the growth of domestic sector and ‘Make in India’. More than 350 exemption entries proposed to be gradually phased out, like exemption on certain agricultural produce, chemicals, fabrics, medical devices, & drugs and medicines for which sufficient domestic capacity exists.

Customs duty rates to be calibrated to provide a graded rate structure – to facilitate domestic manufacturing of wearable devices, hearable devices and electronic smart meters, Customs duty on cut and polished diamonds and gemstones being reduced to 5 per cent; Nil customs duty to simply sawn diamond – To give a boost to the Gems and Jewellery sector

Critical care hospital blocks in 602 districts and 12 central institutions will be set up, Integrated Health Information Portal will be expanded to all States/UTs to connect all public health labs

Government has launched the One Nation One Ration Card scheme through which beneficiaries can claim their rations anywhere in the country. One Nation One Ration Card plan is under implementation by 32 states and UTs, reaching about 69 crore beneficiaries – that’s a total of 86% beneficiaries covered. The remaining 4 states and UTs will be integrated in the next few months.

Under the revamped Post Matric Scholarship Scheme for the welfare of Scheduled Castes, the Central Assistance was enhanced and allocated  Rs. 35,219 crore for 6 years till 2025-2026, to benefit 4 crore SC students.

For Urban Swachh Bharat Mission 2.0 Rs. 1,41,678 crore over 5 years announced

By March 2022, Government would be awarding another 8,500 kms and complete an additional 11,000 kms of national highway corridors

Indian Railways have prepared a National Rail Plan for India – 2030. The Plan is to create a ‘future ready’ Railway system by 2030. Bringing down the logistic costs for our industry is at the core of our strategy to enable ‘Make in India’. It is expected that Western Dedicated Freight Corridor (DFC) and Eastern DFC will be commissioned by June 2022.

Two new technologies i.e., ‘MetroLite’ and ‘MetroNeo’ will be deployed to provide metro rail systems at much lesser cost with same experience, convenience and safety in Tier-2 cities and peripheral areas of Tier-1 cities. 

The Central Government is proposed to launch a revamped reforms-based result-linked power distribution sector scheme with an outlay of Rs. 3,05,984 crore  over 5 years.
